Gateway Services

MAXBANK recognized that ATM and POS acquiring are no longer exclusive to financial institutions. More non-bank companies today such as the card networks, Telcos, technology processors, large chain merchants, and even credit/loan associations are putting up their own card acquiring hosts and deploying their own ATM and POS devices to provide similar access and payment convenience to common customers and cardholders. But to enable such acceptance of various cards on these ATMs and POS devices, these non-bank acquirers must become a Third Party Agent (TPA) for Banks who has established the membership and the connectivity infrastructure to major domestic and international schemes.

MAXBANK see this as a great opportunity being a principal member of BancNet and Visa International, and having established its own ATM and POS Switch infrastructure using advanced technology solutions. Thus in 2012, the Bank has put in place a direct link with 99.9% systems availability and sufficient network capacity to the BancNet’s Switch host system. MAXBANK also invested in setting up the required infrastructure to directly connect to VISANET and become one of the few Philippine Banks to establish a Visa Access Point for card acquiring setup. The Bank has designed its technology capability including its IT support structure for a “Gateway” service facility. This Gateway can connect to the system host of potential non-bank partners and large chain TPAs for card routing of transactions to all MegaLink and BancNet issuing Banks and to the various international Visa/Plus card Issuers.

The Bank also established the right structure and processes to support the back-end processing for this Gateway facility such as the daily settlement, reconciliation, charge-back and fraud handling. The Bank is also undergoing certification process for Payment Card Industry – Data Security Standard (PCI-DSS) to ensure that the system facility is highly secure and compliant to international standards. MAXBANK realized its goal by becoming the Visa Gateway of Bancnet Network for the acceptance of international VISA and PLUS transactions from ATMs. ENCASH, who is the leading non-bank ATM deployer in the Philippines, was the first participating acquirer via MegaLink in November 2013. This was followed by United Coconut Planters Bank in August 2014 and Country Builders Bank in October 2014.

Early in 2014, G- XChange Inc. (GXI) became a partner and TPA of MAXBANK on the acceptance of Visa credit card payments on GXI’s mobile POS product called “Globe Charge”. GXI is a wholly-owned, mobile commerce subsidiary of Globe Telecom, Inc.

MAXBANK also signed up Public Safety Savings and Loan Association (PSSLAI) as its partner and TPA for PIN debit POS acquiring in August 2014. PSSLAI accepts card payment from its members using POS. Additional partnerships of the Bank with large chain Merchants and Institutions are expected to happen in the first half of 2015. MAXBANK continue work on achieving its vision to be an advanced leading Thrift Bank in the Philippines not just on electronic payments but also in serving the needs of Small and Micro Businesses and Individuals leveraging on cutting-edge technology and human creativity to bring value to stakeholders.
